प्रधानमंत्री नरेंद्र मोदी से मिले मुख्यमंत्री पुष्कर धामी, मांगी विकास योजनाओं के लिए वित्तीय सहायता

नई दिल्ली (महानाद) : मुख्यमंत्री पुष्कर धामी ने मंगलवार को नई दिल्ली में प्रधानमंत्री नरेंद्र मोदी से भेंट कर उन्हें तीसरी बार देश के प्रधानमंत्री का दायित्व संभालने पर हार्दिक शुभकामनाएं दीं। उन्होंने विश्वास व्यक्त किया कि प्रधानमंत्री मोदी के कुशल नेतृत्व में देश समग्र विकास के नए आयाम प्राप्त कर सम्पूर्ण विश्व में सफलता के नए कीर्तिमान स्थापित करने में सफल होगा। मुख्यमंत्री ने इस अवसर पर प्रधानमंत्री नरेंद्र मोदी को महासू मंदिर की प्रतिकृति भेंट की।

प्रधानमंत्री नरेंद्र मोदी से भेंट के दौरान मुख्यमंत्री धामी ने उन्हें राज्य के विकास से संबंधित विभिन्न विषयों की जानकारी दी। मुख्यमंत्री ने कहा कि उत्तराखण्ड राज्य के सामाजिक एवं आर्थिक विकास हेतु जल विद्युत परियोजनायें राज्य की सकल घरेलू उत्पाद (जीडीपी) में वृद्धि का मुख्य कारक है। राज्य की विद्युत ऊर्जा आवश्यकताओं की पूर्ति हेतु उत्तराखण्ड को खुले बाजार से प्रतिवर्ष लगभग 1000 करोड़ की ऊर्जा क्रय करनी पड़ती है, जिससे राज्य के वित्तीय संसाधनों पर अतिरिक्त बोझ पड़ रहा है।

मुख्यमंत्री ने अलकनंदा, भगीरथी तथा सहायक नदियों में प्रस्तावित 24 जल विद्युत परियोजनाओं के बारे में सर्वाेच्च न्यायालय के निर्देश पर गठित विशेषज्ञ समिति-2 की अन्तिम रिपोर्ट पर जल शक्ति मंत्रालय तथा विद्युत मंत्रालय के साथ पुर्नसमीक्षा करने के लिए प्रधानमंत्री से अनुरोध किया।

मुख्यमंत्री धामी ने प्रधानमंत्री से यह भी अनुरोध किया कि उत्तराखण्ड राज्य की विशेष भौगोलिक परिस्थितियों के दृष्टिगत राज्य में भारत सरकार तथा उनकी एजेन्सियों के द्वारा सड़क निर्माण परियोजना को सुचारू रूप से क्रियान्वित किये जाने हेतु क्षतिपूरक वृक्षारोपण हेतु उपयुक्त भूमि के चयन में कठिनाई हो रही है, क्योंकि वर्तमान में प्रचलित वन संरक्षण एवं सवंर्धन नियम तथा गाइडलाईन 2023 के अनुसार उपरोक्त प्रयोजन हेतु केवल गैर वन भूमि को आधार बनाया गया है, जिसमें समतुल्य गैर वन भूमि में क्षतिपूरक वृक्षारोपण किया जा सकता है। इसमें यह भी प्राविधान किया गया है कि राजस्व विभाग के अभिलेख में दर्ज वन भूमि जो वन विभाग के नियत्रंण में नहीं है, में दो गुना वन भूमि पर क्षतिपूरक वृक्षारोपण किया जा सकता है।

मुख्यमंत्री पुष्कर धामी ने कहा कि उत्तराखण्ड 67 प्रतिशत वन आच्छादित क्षेत्र है। राज्य के विकास कार्यों के लिये भूमि की उपलब्धता कम है। उत्तराखण्ड राज्य, अर्न्तराष्ट्रीय सीमा से लगे एक सामरिक महत्व रखने वाला राज्य है। इसके महत्व के दृष्टिगत राज्य में स्थित वन भूमि में भारत सरकार के विभिन्न संस्थानों एनएचएआई, बीआरओ, आईटीबीपी, रेलवे एवं सेना विभाग के द्वारा सड़क तथा अन्य संरचनाओं के निर्माण में वन संरक्षण एवं सवंर्धन अधिनियम, 2023 के तहत भूमि की अनउपलब्धता के कारण अनुमोदन प्राप्त किये जाने में विलम्ब हो रहा है।

इस संबंध में मुख्यमंत्री ने पुनः स्पष्ट किया कि उत्तराखण्ड के विशिष्ट भौगोलिक परिस्थितियों एवं सामरिक महत्व के दृष्टिगत भारत सरकार के उपक्रमों द्वारा कराये जा रहे गैर वानिकी परियोजना हेतु अधिसूचित नियम, 2017 की व्यवस्था को यथावत रखते हुये पूर्व की भांति राज्य में उपलब्ध ‘अधिसूचित अवनत वन भूमि’ (आरक्षित एवं संरक्षित वन) में क्षतिपूरक वृक्षारोपण कराये जाने तथा इन सभी प्रयोजन के लिये गतिमान वन भूमि हस्तान्तरण प्रस्तावों पर सम्बन्धित मंत्रालय को अनुमोदन प्रदान करने हेतु निर्देशित करने का अनुरोध प्रधानमंत्री मोदी से किया।

मुख्यमंत्री ने प्रधानमंत्री नरेन्द्र मोदी से राज्य में निवेश प्रोत्साहन के लिये डनसजप डवकमस स्वहपेजपबे च्ंता तथा औद्योगिक विकास हेतु ठभ्म्स् हरिद्वार से राज्य को भूमि हस्तान्तरण का अनुरोध किया। मुख्यमंत्री ने प्रधानमंत्री को अवगत करवाया कि भारत सरकार एवं राज्य सरकार के संयुक्त प्रयासों से 1002 एकड़ भूमि पर एकीकृत विनिर्माण कलस्टर, खुरपिया का निर्माण 50-50 प्रतिशत की हिस्सेदारी के अन्तर्गत किया जा रहा है। राज्य सरकार द्वारा उपलब्ध करायी गयी भूमि का मूल्य रू 410 करोड़ है तथा सभी एनओसी प्राप्त है। मुख्यमंत्री ने प्दजमहतंजमक डंदनंिबजनतपदह ब्सनेजमत, खुरपिया के अनुमोदन हेतु प्रधानमंत्री से आग्रह किया।

मुख्यमंत्री ने प्रधानमंत्री को यह भी अवगत कराया कि मानसखण्ड मन्दिर माला मिशन के अन्तर्गत चिन्हित 48 पौराणिक मन्दिरों में से 16 मन्दिरों में अवस्थापना विकास के कार्य शुरू हो चुके हैं। इन मंदिर मार्गों को 02 लेन करने और आपसी कनेक्टिविटी के लिए प्रधानमंत्री से 1 हजार करोड़ रुपये की सहायता प्रदान करने का अनुरोध भी मुख्यमंत्री ने किया ।

मुख्यमंत्री ने प्रधानमंत्री को जानकारी दी कि मानसखण्ड मंदिर माला मिशन के अन्तर्गत कुमाऊँ क्षेत्र में स्थित प्रसिद्ध पूर्णागिरी धाम को विकसित करने के लिये शारदा कॉरिडोर के विकास की कार्ययोजना तैयार की जा रही है। मानसखण्ड माला मिशन के अन्तर्गत कुमाऊँ क्षेत्र में स्थित प्रसिद्ध कैंची धाम के विकास हेतु मास्टर प्लान तैयार किया जा रहा है। पिथौरागढ़ स्थित सीमान्त गांव गुंजी (आदि कैलाश क्षेत्र) को अन्तर्राष्ट्रीय पर्यटन डेस्टिनेशन के रूप में विकसित किये जाने के लिए मास्टर प्लान तैयार कर लिया गया है। गुंजी को ‘शिव नगरी’ थीम के आधार पर विकसित किये जाने हेतु छः घटक कला संस्कृति, कौशल, ज्ञान, ध्यान, विज्ञान तथा विश्राम, में विभाजित किया गया है। प्रथम चरण में स्वदेश दर्शन योजना-2.0 के अन्तर्गत गुंजी में साधना केन्द्र, ईको ट्रेल, संसाधन केन्द्र, हेरिटेज ग्राम विकसित करना और साहसिक गतिविधियां प्रस्तावित हैं। राज्य सरकार द्वारा गुंजी तथा आदि कैलाश एवं ओम पर्वत के लिये हेली सेवायें उपलब्ध कराये जाने हेतु सर्वे कर लिया गया है।

मुख्यमंत्री ने प्रधानमंत्री नरेन्द्र मोदी से उत्तराखण्ड में रेल सेवाओं के विस्तार के लिये देहरादून-मसूरी रेल लाईन परियोजना की स्वीकृति के लिए रेल मंत्रालय से करवाने के लिए अनुरोध किया। उत्तराखण्ड में प्रस्तावित ज्योलिकांग -वेदांग 05 किमी, सीपू-तोला 22 किमी. और मिलम- लैपथल 30 किमी टनल परियोजनाओं की प्रशासकीय एवं वित्तीय स्वीकृति का अनुरोध भी प्रधानंमंत्री से किया।

    experiencing problems with your website.
    It looks like some of the written text in your posts are running off the screen. Can somebody else please provide feedback and let me know if this is happening to them
