देहरादून/जसपुर (महानाद) : मुख्यमंत्री पुष्कर सिंह धामी ने बृहस्पतिवार को सचिवालय में आपदा प्रबंधन एवं पुनर्वास से संबंधित कार्यों की समीक्षा की। मुख्यमंत्री ने सभी जिलाधिकारियों से जनपदों में अतिवृष्टि से हुए नुकसान तथा राहत एवं बचाव कार्यों की जानकारी प्राप्त की। उन्होंने जिलाधिकारी उत्तरकाशी को वरूणावत भूस्खलन क्षेत्र के तकनीकी अध्यनन के लिए आईआईटी रुड़की एवं टीएचडीसी से सहयोग के निर्देश देते हुए कहा कि इस संबंध में पूर्व में हुए अध्ययनों का भी संज्ञान लिया जाए ताकि लैंडस्लाइड जोन के उपचार की प्रभावी व्यवस्था सुनिश्चित हो। उन्होंने जानकीचट्टी के आसपास के क्षेत्रों के उपचार एवं विस्तारीकरण के कार्यों में भी तेजी लाए जाने के निर्देश दिए।

मुख्यमंत्री धामी ने सभी जिलाधिकारियों से भूस्खलन क्षेत्रों की सूची तैयार करने तथा बरसात समाप्त होते ही सड़क मरम्मत सहित अन्य पुनर्निर्माण योजनाओं पर तेजी से कार्य किए जाने के लिए टेण्डर प्रक्रिया अविंलब प्रारंभ करने को कहा। उन्होंने चारधाम यात्रा मार्ग के मरम्मत के साथ ही भूस्खलन प्रभावित क्षेत्रों तथा रेनफाल की स्थिति की भी तकनीकी संस्थानों से अध्यनन कराए जाने के निर्देश दिए। उन्होंने निर्देश दिए कि आपदा प्रभावित क्षेत्रों में होने वाले पुनर्निर्माण कार्यों पर पूरा ध्यान केंद्रित किया जाए।

मुख्यमंत्री ने भूस्खलन से संबंधित चेतावनी प्रणाली को विकसित किये जाने तथा आपदा की चुनौतियों का आपसी समन्वय से सामना किये जाने पर बल दिया। उन्होंने कहा कि आपदा मद में धनराशि की सीमा बढ़ाये जाने से निर्माण कार्य बेहतर ढंग से हो सकेंगे। आपदा पीड़ितों की सहायता एवं पुनर्निर्माण कार्यों के लिए धनराशि की कमी न होने देने की बात भी मुख्यमंत्री ने कही।

मुख्यमंत्री ने कहा कि आपदा के कारण विकास कार्य प्रभावित न हों, इस दिशा में भी ध्यान दिया जाए। उन्होंने 7-8 जुलाई को सितारंगज, टनकपुर, बनबसा तथा तराई भाबर के क्षेत्रों में दशकों बाद भारी मात्रा में पानी जमा होने तथा बाढ़ की स्थिति को लेकर भी अध्ययन की जरूरत पर बल दिया। उन्होंने जल निकासी प्रणाली तथा ड्रेनेज सिस्टम को और प्रभावी बनाये जाने के भी निर्देश दिये। उन्होंनेने जिलाधिकारियों से वृक्षारोपण की रिपोर्ट तैयार करने तथा अमृत सरोवरों की स्थिति की भी जानकारी उपलब्ध कराने को कहा। उन्होंने कहा कि सितंबर में भी भारी वर्ष की संभावना के दृष्टिगत सभी अधिकारी सतर्क रहें तथा वर्षा के बाद होने वाली बीमारियों की रोकथाम के लिए प्रभावी कार्ययोजना तैयार किये जाने के निर्देश दिए।

सचिव आपदा प्रबंधन विनोद कुमार सुमन ने प्रस्तुतिकरण के माध्यम से प्रदेश में आपदा की स्थिति, राहत, पुनर्वास तथा पुर्ननिर्माण से संबंधित कार्यों की विस्तृत जानकारी दी। उन्होंने कहा कि आपदा मद में हुई धनराशि वृद्धि से क्षतिग्रस्त सम्पत्तियों, आवासीय भवनों, मूलभूत सेवाओं को सुचारू किये जाने तथा वृहद योजनाओं को भी पुनर्निमित करने में करने में मदद मिलेगी।
