देहरादून (महानाद) : जमीअत उलमा-ए-हिंद और जमात-ए-इस्लामी हिंद के एक संयुक्त प्रतिनिधिमंडल ने उत्तराखंड के डीजीपी अभिनव कुमार से उत्तराखंड पुलिस मुख्यालय, देहरादून पहुंच कर मुलाकात की और हल्द्वानी घटना के संदर्भ में एक ज्ञापन सौंपा।
ज्ञापन में बन भूलपुरा में ‘शूट-एट-साइट’ के आदेश और पुलिस द्वारा पत्थरबाजी में शामिल होने की कड़ी निंदा की गई और कई नागरिकों की जान जाने पर दुख व्यक्त किया गया। ज्ञापन में कहा गया कि जिसने भी हिंसा, खून-खराबा और आगजनी में भाग लिया, उनके विरुद्ध कठोर कार्रवाई की जानी चाहिए, लेकिन इस बीच पुलिस द्वारा गैरकानूनी रास्ता अपनाना और भी निंदनीय है। विशेष रूप से भीड़ को तितर-बितर करने के लिए आंसू गैस जैसे कम घातक विकल्प को चुनने के बजाय शूट-एट-साइट आदेश शर्मनाक है।
ज्ञापन में यह भी कहा गया है कि हिंसा के बाद मुस्लिम अल्पसंख्यक मौहल्ले में अनावश्यक तलाशी अभियान और महिलाओं व बच्चों को डराना-धमकाना भी गलत है। दुख के साथ कहना पड़ता है कि ऐसी कार्रवाइयों की वजह से कई मुस्लिम परिवार पलायन कर रहे हैं। इसलिए, हम आपसे अनुरोध करते हैं कि निर्दाेष लोगों को गिरफ्तार न करें और मुस्लिम क्षेत्रों में महिलाओं और बच्चों को सुरक्षा प्रदान करें और विश्वास बहाल करने का कार्य करें।
ज्ञापन में कहा गया कि इस दंगे में मरने वाले ज्यादातर लोग आर्थिक रूप से पिछड़े वर्ग से संबंधित हैं। जिम्मेदार और संवेदनशील नागरिक होने के नाते हम मांग करते हैं कि इन परिवारों को एक करोड़ रुपये का मुआवजा दिया जाए और उनके परिवार के किसी एक सदस्य को सरकारी नौकरी दी जाए।
ज्ञापन में यह भी कहा गया कि पिछले एक साल के दौरान अतिक्रमण हटाओ अभियान में नियमों का उल्लंघन करते हुए अचानक लोगों के घरों में तोड़फोड़ की गई। ऐसा प्रतीत हुआ कि पुलिस कानूनी कार्रवाई करने के बजाय प्रतिशोध की कार्रवाई कर रही है। ऐसी परिस्थितियों में हम एक बार फिर संविधान और कानून पर अमल करने पर जोर देते हैं। विशेष रूप से भारत के विविध समाज में धार्मिक मुद्दों के प्रति भावनात्मक संवेदनशीलता को देखते हुए, हम अधिकारियों से मांग करते हैं कि वह कोई भी ऐसा कदम उठाने से बचें जिससे तनाव बढ़ सकता है। आपसी समझदारी और समाज के जिम्मेदार लोगों को भरोसे में लेकर अगर कार्रवाई की जाती तो हल्द्वानी में ऐसी घटना नहीं घटित होती। बहरहाल यहां जो कुछ भी हुआ है, हम आपके माध्यम से सरकार से अनुरोध करते हैं कि वह न्यायिक जांच कराए। हमारा पूरा भरोसा है कि इन उपायों को अपनाने से तनाव को कम करने, शांति को बढ़ावा देने और संवेदनशील मुद्दे पर न्याय सुनिश्चित करने में काफी मदद मिलेगी।
मुलाकात के बाद जमीअत उलमा-ए-हिंद के महासचिव मौलाना हकीमुद्दीन कासमी ने बताया कि इस ज्ञापन का गहन अध्ययन करने के बाद, डीजीपी ने आश्वासन दिया कि हमने निर्देश जारी कर दिया है कि किसी भी निर्दाेष व्यक्ति को गिरफ्तार नहीं किया जाए, जिला प्रशासन की तरफ से कोई शिकायत हो तो आप लोग सीधे मुझसे संपर्क करें और बताएं, हम वहां मामले को देखेंगे। लगभग एक घंटे तक चली इस मुलाकात में डीजीपी ने पारदर्शिता सुनिश्चित करने पर जोर दिया।
