रुद्रपुर (महानाद): मुख्य सचिव राधा रतूड़ी अपने एक दिवसीय जनपद भ्रमण पर रुद्रपुर पहुंची जहां कमिश्नर दीपक रावत व जिलाधिकारी उदय राज सिंह ने उनको पुष्पगुच्छ देकर स्वागत किया।
रुद्रपुर पहंुचकर मुख्य सचिव ने वेंडिंग जोन, पहाड़गंज के पूर्व ट्रचिंग ग्राउण्ड व निर्माणाधीन सर्किट हाउस का स्थलीय निरीक्षण करने के उपरान्त कलेक्ट्रेट में अधिकारियों की बैठक ली। उन्होंने पहाड़गंज से कूड़ा हटाने व राष्टीय राजमार्ग से हटाये गये रेड़ी-ठेलियों को उनके जीवकोपार्जन के लिए बनाये जा रहे वेंडिंग जोन पर जिला प्रशासन की सराहना की। उन्होंने कहा कि जनपद में प्रशासन द्वारा सरकारी भूमि से अवैध कब्जों को हटाकर भूमि को राज्य सरकार के अधिकार क्षेत्र में लेने का ऐतिहासिक काम किया है, इसके लिए उन्होंने जिला व पुलिस प्रशासन को बधाई दी। उन्होंने पहाड़गंज में पूर्व ट्रचिंग ग्राउण्ड का स्थलीय निरीक्षण कर पौधारोपण भी किया।
मुख्य सचिव ने अधिकारियों की बैठक लेते हुए कहा कि प्रदेश में मुख्यमंत्री पुष्कर सिंह धामी के निर्देश पर सख्त भू-कानून बनाया जा रहा है, जिसमें अधिकारियों व आमजन की राय ली जा रही है। उन्होंने कहा कि सशक्त भू-कानून बनाया जायेगा, जिसमें प्रदेश के निवासियों के साथ किसी भी प्रकार का अन्याय नहीं होने दिया जायेगा, साथ ही कहा कि अवैध रूप से जमीन-खरीद फरोख्त करने वालों की जांच कर कड़ी कार्यवाही की जायेगी। उन्होंने कहा कि कोई भी बाहरी व्यक्ति जमीन पर कब्जा न कर सके इसका विशेष ध्यान दिया जाये, उन्होंने अधिकारियों से भू-कानून सम्बन्धित सुझाव भी दिये।
मुख्य सचिव ने विकास कार्यों की समीक्षा करते हुए महिलाओं एवं बच्चों पर होने वाले अपराधों पर नियमित रूप से मॉनिटरिंग करने व स्लम बस्तियों में होने वाले अपराधों को रोकने के लिए भी विशेष अभियान चलाने के निर्देश दिये। उन्होंने बाल विवाह, घरेलू हिंसा पर भी विशेष नजर रखते हुए पूर्णतः रोकने के निर्देश दिये। उन्होंने कहा कि बाल विवाह व घरेलू हिंसा रोकने के लिए जागरूकता अभियान चलाया जाये व काउंसिलिंग भी की जाये। उन्होंने कहा कि पुलिस थानों में आने वाले पीड़ितों को गम्भीरतापूर्वक सुना जाये व उनके नजरिये से देखते हुए उनकी सहायता की जाये साथ ही उनके कौशल विकास कर उनको आत्मनिर्भर बनाने का प्रयास किया जाये ताकि वे भविष्य में अपने पांव पर खडे़ हो सके। उन्होंने गर्भवती माताओं-शिशुओं की नियमित जांच व टीकाकरण कराने व गर्भवती माताओं की होने वाली मृत्यु का डेथ ऑडिट अनिवार्य रूप से कराये जाने के निर्देश दिये।
जिलाधिकारी उदय राज सिंह व मुख्य विकास अधिकारी मनीष कुमार ने मुख्य सचिव को जनपद में हो रहे विभिन्न विकास कार्यों की विस्तृत जानकारी दी। उन्होंने बताया कि जिला योजना में 7420.10 लाख के सापेक्ष वर्तमान तक 4247.51 लाख रूपये व्यय कर दिया गया है। जनपद बीस सूत्रीय कार्यक्रम में प्रदेश में गतवर्ष से लगातार पहले पायदान पर है, प्रधानमंत्री आवास योजना ग्रामीण में 7485 स्वीकृत लक्ष्यों के सापेक्ष 7214 आवास पूर्ण कर लिये गये हैं।
उन्होंने बताया कि रुद्रपुर व काशीपुर महानगरों में यूरोपियन बैंक की मदद से 900 करोड़ की पेयजल परियोजनाऐं स्वीकृत हैं। खटीमा में 3 हेक्टेयर में गौसदन बनाया जा रहा है, जिसकी क्षमता 2000 गौवंश है। उन्होंने कहा कि सितारगंज क्षेत्र में गोट वैली योजना के अन्तर्गत अच्छा कार्य किया जा रहा है। उन्होंने बताया कि जनपद में ग्रीष्मकालीन धान को रोकने हेतु उनके विकल्प के रूप में मक्का व गन्ना उत्पादन के लिए किसानों को प्रेरित किया जा रहा है। इस हेतु विभिन्न किसान संगठनों से 6 बैठकें आयोजित कर ली गई है। सरकारी लीज वाली भूमि पर ग्रीष्मकालीन धान प्रतिबंधित कर दिया गया है।
बैठक में मण्डलायुक्त दीपक रावत, वरिष्ठ पुलिस अधीक्षक मणिकान्त मिश्र, अपर जिलाधिकारी अशोक कुमार जोशी, नगर आयुक्त नरेश दुर्गापाल, विवेक राय, डीएफओ यूसी तिवारी, परियोजना निदेशक हिमांशु जोशी, अपर पुलिस अधीक्षक मनोज कत्याल, संयुक्त मजिस्ट्रेट आशिमा गोयल, उपजिलाधिकारी मनीष बिष्ट, ओसी गौरव पाण्डे, उप नगर आयुक्त शिप्रा जोशी, सीएमओ डॉ. मनोज शर्मा, मुख्य शिक्षा अधिकारी केएस रावत, जिला समाज कल्याण अधिकारी अमन अनिरुद्ध, मुख्य उद्यान अधिकारी प्रभाकर सिंह, जिला प्रोबेशन अधिकारी व्योम जैन सहित अनेक अधिकारी मौजूद थे।
