यूपी : मुख्यमंत्री योगी का आदेश, यहाँ अब मंदिरों से ऊंची नहीं बनेगी कोई बिल्डिंग

लखनऊ (महानाद) : यूपी के मुख्यमंत्री योगी आदित्यनाथ ने अपने निवास पर एक महत्वपूर्ण बैठक कर गोरखपुर, वाराणसी, मथुरा-वृन्दावन के सुनियोजित विकास के लिए संबंधित विकास प्राधिकरणों द्वारा तैयार जीआईएस बेस्ड महायोजना-2031 का अवलोकन किया तथा आवश्यक दिशा-निर्देश दिए। इस दौरान मुख्यमंत्री योगी ने कहा कि जिन नगरों की पहचान मंदिरों अथवा अन्य प्रतिष्ठित भवनों से है, उनकी प्राचीनता एवं ऐतिहासिकता को बनाये रखने के लिए उनके आसपास उस भवन या मंदिर से अधिक ऊंचाई वाले भवन की स्वीकृति नहीं दी जानी चाहिए। इसके लिए इस व्यवस्था को महायोजना में शामिल किया जाए।

मुख्यमंत्री योगी आदित्यनाथ ने अलग-अलग नगरों की महायोजना पर विचार करते हुए कहा कि नगरों में यातायात प्रबंधन एक महत्वपूर्ण विषय है। हमें इसके लिए ठोस प्रयास करने की आवश्यकता है। शहर में इलेक्ट्रिक बसों को वरीयता दी जाए। परंपरागत ईंधन वाली बसों को यथासंभव नगर से बाहर ही रखा जाए। मल्टीलेवल पार्किंग के लिए उपयुक्त स्थान निर्धारित किये जाएं।

योगी ने कहा कि प्रदेश के हर बड़े नगर में अपार संभावनाएं हैं। जीआईएस- 2023 में हर जनपद में बड़ा निवेश आया है। ऐसे में मथुरा-वृन्दावन, गोरखपुर, वाराणसी की महायोजना में मेडिसिटी, स्पोर्ट्स सिटी, एजुकेशन सिटी, कन्वेशन सेंटर आदि के लिए स्पष्ट क्षेत्र चिन्हित करते हुये व्यवस्था को आगे बढ़ाया जाए। यह सुनिश्चित किया जाए कि हर नगर की महायोजना में 15-16 प्रतिशतः हरित क्षेत्र के लिए आरक्षित हो। जहां कहीं भी ग्रीन बेल्ट है, वहां किसी भी दशा में नई कॉलोनी न बसने पाए।

मुख्यमंत्री योगी ने कहा कि प्रदेश की अर्थव्यवस्था को $1 ट्रिलियन की बनाने में आवास सेक्टर की बड़ी भूमिका है। स्पेशल इकोनॉमिक जोन (सेज) तथा इंडस्ट्रियल क्षेत्र के समीप नई टाउनशिप का विकास जरूर हो। आज उत्तर प्रदेश बड़े राष्ट्रीय-अंतरराष्ट्रीय कार्यक्रमों की मेजबानी कर रहा है। प्रदेश के हर शहर को ऐसे अवसर मिलें, इसके लिए अवस्थापना सुविधाओं का विकास जरूरी है। सभी विकास प्राधिकरणों में अंतराष्ट्रीय स्तर के कन्वेंशन सेंटर विकसित किए जाएं।

उन्होंने कहा कि विकास प्राधिकरणों को नई संभावनाएं तलाशनी होंगी। नगर निगम के बाहर विस्तार लेना होगा। आय के नए स्रोत सृजित करें। गोरखपुर विकास क्षेत्र की वर्तमान जनसंख्या लगभग 14 लाख है और आने वाले 10 वर्षों में यह जनसंख्या 25 लाख और 2047 तक यह जनसंख्या 50 लाख होने की संभावना है। $1 ट्रिलियन इकोनॉमी के लक्ष्य पूरा करने में गोरखपुर के साथ-साथ पूरा पूर्वाचल क्षेत्र एक अहम भूमिका निभा सकता है। लक्ष्य को पूरा करने के लिए हमे लघु और माध्यम स्तर के तकनीकी उद्यम को प्रोत्साहन देने की आवश्यकता है।

मुख्यमंत्री ने कहा कि हर विकास प्राधिकरण में टाउन प्लानर की तैनाती की जाए। योग्य, दक्ष युवाओं का चयन करें, उन्हें प्रशिक्षण दें। आईआईटी अथवा राज्य सरकार तकनीकी शैक्षणिक संस्थानों का सहयोग लिया जाना चाहिए. वाराणसी के रिंग रोड तक मास्टरप्लान को विस्तार दिया जाए। मथुरा-वृन्दावन में पर्यटक सुविधाओं को और बढ़ाया जाना आवश्यक है। यहां गोवर्धन व वृन्दावन परिक्रमा मार्ग का सुदृढ़ीकरण किया जाए।
